Community Development Block Grant (CDBG)

The Community Development Block Grant (CDBG) is a federally funded, formula-based grant that is allocated by the U.S. Department of Housing and Urban Development (HUD) to cities with populations greater than 50,000. Its purpose is to address housing and community development needs in low-income communities through three national objectives:

  • Benefiting low-to-moderate income persons
  • Eliminating, or preventing, slum or blight
  • Meeting an urgent need

2023-2024 Annual Action Plan

The Action Plan was approved for submission to HUD by the City Council by Resolution 4014‐8‐23 on Aug. 8, 2023. The plan was submitted to HUD on Aug. 16, 2023 and is under review. View the City Council presentation, Item 7.1

2021-2022 CAPER

After soliciting public input, City Council approved the 2021-2022 CAPER (PDF) for submission to HUD on Nov. 8, 2022. HUD approved the document in January 2022. Watch the Council presentation

2022-2023 Annual Action Plan

City Council approved the 2022-2023 Annual Action Plan (PDF) on July 12, 2022, which was subsequently approved by HUD. The document reflects activities planned using HUD funds from the CDBG program for fiscal year Oct. 1, 2022 to Sept. 30, 2023. Watch the Council presentation

2020-2024 Consolidated Plan

This five-year Plan includes the 2020-2021 Annual Action Plan for CDBG funds from HUD in summer 2020.

The Consolidated Plan is designed to be a collaborative process whereby a city’s residents and stakeholders shape the various housing and community development programs into effective, coordinated neighborhood and community development strategies. The Plan details the housing and community development strategic plan that will be used for allocating CDBG funds for the next five program years: Oct. 1, 2020 to Sept. 30, 2025.

In January 2021, a Substantial Amendment was approved to incorporate additional funds provided by HUD to prevent, prepare for and respond to the impacts of COVID-19.
